Job Summary
The Facilities Project Manager will lead and manage complex, multi-disciplinary facilities and infrastructure projects from initiation through completion.
The role is responsible for ensuring project delivery meets business objectives while achieving targets for schedule, cost, quality, and operational readiness.
The successful candidate will provide technical leadership, oversee contractor and vendor performance, ensure regulatory compliance, and support continuous improvement initiatives across facilities operations.
Key Responsibilities
Lead and manage complex facilities projects from planning through execution and handover, ensuring delivery on time, within budget, and to required quality standards.
Develop project strategies, scopes, execution plans, schedules, and governance frameworks aligned with business objectives.
Prepare and manage project budgets, forecasts, and financial controls.
Establish, monitor, and report project KPIs, providing regular updates and escalation of critical issues to senior management.
Lead shutdown planning and execution for major facility upgrades and critical maintenance activities.
Ensure effective coordination among internal teams, consultants, contractors, and stakeholders throughout the project lifecycle.
Plan, coordinate, and oversee the installation, upgrading, testing, commissioning, and handover of facility systems including HVAC, electrical, water supply, sewage treatment, fire protection, and other critical infrastructure systems.
Review and approve engineering designs, technical submissions, method statements, and project documentation.
Ensure compliance with engineering standards, reliability targets, operational requirements, and best practices.
Lead root cause analysis activities and implement sustainable corrective actions for recurring technical issues.
Serve as the primary point of contact for internal stakeholders, consultants, contractors, and external service providers.
Lead vendor evaluation, selection, contract negotiation, and performance management.
Monitor contractor performance to ensure compliance with schedules, quality, and safety standards.
Communicate project progress, risks, challenges, and mitigation plans to relevant stakeholders.
Ensure all projects comply with statutory and regulatory requirements including DOE, BOMBA, Suruhanjaya Tenaga, and others.
Conduct risk assessments and develop mitigation strategies.
Support audit readiness and compliance initiatives.
Ensure adherence to policies, standards, and safety requirements.
Ensure successful integration of project deliverables into daily operations.
Drive continuous improvement initiatives for cost, reliability, efficiency, and sustainability.
Support energy management, sustainability, and cost-saving initiatives.
Identify opportunities to improve maintenance, asset performance, and lifecycle management.
Provide leadership, guidance, coaching, and technical support to facilities engineers and technicians.
Promote safety culture and ensure compliance with health, safety, and environmental standards.
Develop team capabilities in project management and engineering practices.
Encourage knowledge sharing and industry best practices.
Collaborate on facilities enhancements, renovations, and upgrades.
Prepare and review technical specifications, tender documents, and evaluations.
Support facility management initiatives and strategic projects.
Perform any other duties assigned by Facilities Management.
Requirements
Bachelor's Degree in Engineering (Mechanical, Electrical, Facilities, Building Services, or related discipline).
Proven experience managing large-scale facilities, infrastructure, or engineering projects in manufacturing, industrial, or high-technology environments.
Strong project management, stakeholder management, and contractor management skills.
Sound technical knowledge of building services and critical facility systems.
Experience managing project budgets, schedules, risk assessments, and compliance requirements.
Familiarity with Malaysian statutory and regulatory requirements related to facilities and infrastructure projects.
Strong analytical, problem-solving, communication, and leadership capabilities.
Ability to manage multiple projects and priorities in a fast-paced environment.
